Does it prove a customer's address?

No. Reverse geocoding returns location information for supplied coordinates. It does not prove residence, ownership or a person's presence.

Does the API collect location from a device?

The documented request accepts latitude and longitude supplied by your application. Device permission and location collection are your application's responsibility.

Will every coordinate return a complete postal address?

That is not guaranteed. Coverage and the level of address detail depend on the provider and the supplied location.
