Does name match verify a government record?

No. It compares the two names supplied in the request. It does not independently prove the source or ownership of either record.

Can it replace identity verification?

No. Two people may share a name, and one person may appear under different names. Keep the wider identity context.

Should a mismatch automatically reject a customer?

That is a policy decision for your organisation. Your process should account for incomplete records and cases that need manual review.
