Does this list every bank in India?

No such coverage guarantee is made here. The response is the supported directory supplied by the configured provider.

Does Bank Directory use Cashfree?

No. The current BankU reference explicitly excludes this product from Cashfree routing and requires a separately reviewed provider.

Does a bank's presence mean every service supports it?

No. Directory membership does not confirm that a separate verification, transfer or collection service supports that bank.
