Is this an offline XML download service?

The current BankU reference describes the existing Aadhaar Send OTP and Verify OTP compatibility flow. It does not document a separate offline XML download service.

Can a customer use any mobile number?

The documented send operation targets the mobile number registered with Aadhaar.

Does this complete every KYC requirement?

No. An Aadhaar verification result is one part of an authorised onboarding process. Your organisation must determine the additional checks and approvals it needs.
